Are the black straps on the base teather straps and if so does the base have to be teathered?

Thank you for your inquiry.  The black straps on the base are Isofix straps which you use as a form of installation if you’re not using the seat belt.  The Evenflo Discovery capsule & base doesn’t have a top tether strap.  We hope that answers your query.
